Each vessel features flight deck, hangar and a well dock with the capacity of remaining at sea for up to 60 days. These ships are being built by the Zaliv shipyard in Crimea through a contract for two ships signed with the Russian Ministry of Defense in May 2020. The two vessels were laid down in July 2020 and are expected to be commissioned in 2026 and 2027. The Project 23900 vessel will carry four landing crafts (Serna and/or Dyugon classes), up to 75 armored fighting vehicles (BTR-82AM), 900 fully equipped Marines, 20 rotary wing aircraft (Ka-27, Ka-29, Ka-31 and Ka-52K), and a crew of 320-man. The propulsion systems combines two diesel engines (16D49) and two gas turbines (M90FR) in a COmbined Diesel And Gas (CODAG) arrangement allowing a top speed of 22 knots and a maximum range of 6,000 nautical miles (11,000 kilometers).
